UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 August 24, 2018 MEMORANDUM TO: Paul Michalak, Chief Agreement State Programs Branch Division of Materials Safety, Security, State, and Tribal Programs Office of Nuclear Material Safety and Safeguards FROM: Stephen Poy, Mechanical Engineer /RA/

Agreement State Programs Branch Division of Materials Safety, Security, State, and Tribal Programs Office of Nuclear Material Safety and Safeguards

SUBJECT:

EMAILS RELATED TO THE MAY 31, 2017 AND APRIL 26, 2018 TRIBAL OUTREACH WEBINARS AND OTHER COMMUNICATIONS

==

Introduction:==

On May 31, 2017, the Agreement State Programs Branch (ASPB) of the Division of Materials Safety, Security, State, and Tribal Programs (MSST) hosted a webinar on the U.S. Nuclear Regulatory Commission Agreement State Program and the application by the State of Wyoming to become an Agreement State.

On April 26, 2018, MSST/ASPB hosted a second webinar to provide an update on the State of Wyoming Agreement State Application.

Background:

The U.S. Nuclear Regulatory Commission (NRC) staff provided the webinars as part of its tribal outreach process. The NRC staff is interested in outreach to the tribes affected by the proposed Agreement under Section 274b. of the Atomic Energy Act of 1954, as amended (the AEA). Specifically, the State of Wyoming is seeking authority to regulate source material involved in the uranium milling process and the disposal of wastes produced from the process. In particular, the NRC staff is interested in performing outreach to the tribes that are Signatories of the National Historic Preservation Act-related Programmatic Agreements and Memorandums of Agreement for NRC licensed facilities in the State of Wyoming that will be included in the Agreement with the State of Wyoming.
