MEMORANDUM TO FILE REGARDING APRIL 26, 2018, TRIBAL OUTREACH WEBINAR

Introduction:==
On April 26, 2018, the Agreement State Programs Branch of the Division of Materials Safety, Security, State, and Tribal Programs hosted a webinar to provide an update on the State of Wyoming Agreement State Application process. Under the proposed Section 274b. of the Atomic Energy Act of 1954 Agreement, the State of Wyoming would assume authority to regulate source material involved in the uranium milling process and the disposal of wastes produced from the process.
Background:
The U.S. Nuclear Regulatory Commission (NRC) staff provided the webinar as a part of its tribal outreach process. The NRC staff is interested in outreach to the tribes affected by the transfer of the Section 274b. Agreement to the State of Wyoming. In particular, the NRC staff is interested in performing outreach to the tribes that are Signatories of the National Historic Preservation Act related Programmatic Agreements and Memorandums of Agreement for NRC licensed facilities in the State of Wyoming that will be included in the Agreement with the State of Wyoming.

2 Discussion:
Prior to the webinar, the NRC staff had contacted Wyoming Department of Environmental Quality (DEQ) and were provided contact information for Wyoming Governor Meads Executive Council for Economically Needed Diversity Options for Wyoming, Mr. Cy Lee. The NRC staff contacted Mr. Lee in April 2018. Mr. Lee indicated that he would coordinate with the Northern Arapaho and Eastern Shoshone Tribes to participate in the webinar.
For the webinar 16 people registered to participate, but only 9 people attended. Neither Mr. Lee nor representatives of the Northern Arapaho or Eastern Shoshone Tribes attended the webinar.
Subsequently, working with the Wyoming DEQ, the copy of the webinar was forwarded to Mr.
Lee for distribution to interested parties of the Northern Arapaho and Eastern Shoshone Tribes.
Based on feedback from Mr. Lee, both tribes indicated they would contact the NRC if they had questions on the webinar or interest in a meeting.
