The first is actually the lesser important-that of transporting spent nuclear fuel across the US, potentially a danger to majority of the communities in the US. The second is more important.
This spent fuel must be stored and monitored for thousands of years, because of the half life of the nuclear fuel. Who knows what kind of civilization there will be here in thousands of years?
