(8:30 a.m.)

2 CHAIR CORRADINI: Okay, the meeting will 3

come to order.

4 This is the first day of the 653rd Meeting 5

of the Advisory Committee on Reactor Safeguards.

6 During today's meeting the committee will consider the 7

following:

8 The APR1400 Large Break Loss of Coolant 9

Accident, which will be a closed session. So we'll go 10 immediately into closed session following our 11 announcements. And the preparation of ACRS reports.

12 The ACRS was established by statute and is 13 governed by the Federal Advisory Committee Act, or 14 FACA. As such, this meeting is being conducted in 15 accordance with the provisions of FACA. That means 16 that the committee can only speak through its 17 published letter reports.

18 We hold meetings to gather information to 19 support our deliberations. Interested parties who 20 wish to provide comments can contact our offices 21 requesting time after the Federal Register Notice 22 describing a meeting is published. That said, we also 23 set aside 10 minutes for extemporaneous comments from 24 members of the public who are listening to our 25 NEAL R. GROSS COURT REPORTERS AND TRANSCRIBERS 1323 RHODE ISLAND AVE., N.W.

(202) 234-4433 WASHINGTON, D.C. 20005-3701 (202) 234-4433

5 meetings. Written comments are welcome.

1 Mr. Christopher Brown is the Designated 2

Federal Official for the initial portion of this 3

meeting. This session on APR1400 will be closed -- I 4

had just mentioned that -- in order to discuss and 5

protect designated proprietary information.

6 The ACRS section of the USNRC's public 7

website provides our charter, bylaws, letter reports, 8

and full transcripts for all our full and subcommittee 9

meetings, including all the slides presented at those 10 meetings.

11 We've received no written comments or 12 requests to make oral statements from members of the 13 public regarding today's session. There will be a 14 phone bridge line. To preclude interruption of the 15 meeting, the phone line will be placed in a listening-16 only mode during the presentations and committee 17 discussions. And a transcript of portions of the 18 meeting is being kept, and it is requested that 19 speakers use only -- use one of the microphones, 20 identify themselves, and speak with sufficient clarity 21 and volume so they can be readily heard.

22 And just to remind everybody, please turn 23 off your various appliances so they're on listen, 24 quiet mode, or turned off.

6 Please congratulate Dr. Joy Rempe for 1

being appointed to her third term on the committee.

2 (Applause.)

3 CHAIR CORRADINI: And, finally, after many 4

years of service as a member of the Advisory Committee 5

on Reactor Safeguards, Dr. Dana Powers is retiring.

6 On behalf of the committee I would like to thank Dana 7

for his long and illustrious service, the longest and 8

illustrious service, and congratulate him on his 9

retirement.

10 MEMBER POWERS: Thank you.

11 (Applause.)

12 MEMBER POWERS: I noticed the emphasis on 13 long.

14 CHAIR CORRADINI: I think, I think it's on 15 the record "illustrious."

16 Okay. So at this point I'm going to turn 17 it over to Dr. Ballinger. But we're going to go into 18 closed session.

19 (Whereupon, the above-entitled matter went 20 off the record at 8:32 a.m.)
