Dear Mr. Comley:
I am responding to your calls to Mr. Richard Barkley of my staff and your subsequent emails to him on June 12, June 25, July 6 and July 9, 2018. Your emails and attachments were entered into ADAMS and my reply will also be added into ADAMS as a public record (enclosure).
As we have informed you in previous correspondence and communications, FEMA and the States have jurisdiction over offsite emergency preparedness involving commercial nuclear power plants. FEMA is the authority that must validate your assertions with the adequacy of emergency evacuation capability in the emergency planning zone around Seabrook Station.
Therefore, it would be best for you to share your concerns directly with FEMA Region I representatives.
Thank you for submitting your issues in writing via electronic mail. These written communications help us ensure that the public record reflects your issues exactly as you communicate them to us and helps prevent misunderstandings. We have carefully evaluated and responded to your previous input. Likewise, we have carefully reviewed your recent emails and have determined there are no new safety or security issues. Therefore, we plan to take no further action regarding the information you provided as largely it repeats the concerns you previously submitted. If in the future you provide new information regarding Seabrook Station, or other NRC licensee activity, we will review the information and take appropriate action as it pertains to safety and security.
