PROGRAM SCOPE This was an unannounced routine inspection of a sugar processing company authorized to use byproduct material in fixed gauge devices for density and level measurements within its sugar processing facilities.
At the time of the inspection, the licensee possessed 15 fixed gauges at its processing facility in Bay City. Of these 15 gauges, 4 were in active use, 10 were locked out due to maintenance, and l was secured in storage. The sugar processing season begins in the fall and ends in spring. During the off-season, a majority of the gauges are locked out while annual maintenance is performed.
However, 4 of the gauges were used nearly year-round on the molasses desugarization process line. The RSO, his assistant, and an instrument technician were responsible for routine maintenance of the gauges. The licensee had removed and transferred all fixed gauges from the processing facility in Caro to an authorized recipient.
The RSO stated that they are keeping the location on the license because they may choose to use nuclear gauges again in the future. The inspector toured the processing facility in Bay City to evaluate the licensee's measures for material security, hazard communication, and exposure control. Independent surveys indicated no readings that would result in exposures in excess ofregulatory limits. Interviews with the RSO and his assistant indicated that the staff were knowledgeable of radiation protection principles and emergency response procedures.
The inspector reviewed a selection of records including inventories, shutter checks, leak tests, and acknowledgment of receipt paperwork for the gauges transferred from the facility in Caro. The inspector also verified that corrective actions were implemented for a violation identified during the previous inspection regarding the licensee's failure to inventory gauges that were in storage. To prevent recurrence the licensee separated the inventory and shutter check paperwork to ensure that all gauges are included in the inventory whether or not they are in use or storage. No additional examples of this violation were identified.
As such, this violation is closed. No violations ofNRC requirements were identified during this inspection.
