The inspection was an examination of the activities conducted under your license as they relate to radiation safety and to compliance with the Nuclear Regulatory Commission (NRG) rules and regulations and the conditions of your license. The inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observations by the inspector.

(Violations and Corrective Actions) Statement of Corrective Actions I hereby state that, within 30 days, the actions described by me to the Inspector will be taken to correct the violations identified.

TELEPHONE NUMBER (517) 788-7104 July 9, 2019 [{] Temporary Job Site Inspection Sites in Burton and Mount Pleasant, Michigan PROGRAM SCOPE This was an unannounced routine inspection of a public utility authorized to use byproduct material for industrial radiography and its locations in Jackson, Bay City, and West Olive, Michigan, and at temporary job sites in NRC jurisdiction.

At the time of the inspection, the licensee possessed seven radiographic exposure devices (REDs) and employed 33 radiographers and assistants who used the devices on a daily basis across all three locations.

The inspector toured the licensee's facilities in Jackson and Bay City, and visited two temporary job sites to evaluate the licensee's measures for hazard communication and exposure control. At the temporary job sites, the inspector observed the conduct of radiographic operations and discussed the implementation of operating and emergency procedures with licensee personnel.

The inspector conducted independent surveys in the vicinity of these operations and found that the crews had established adequate barriers to limit exposures to members of the public whenever radiographic operations were in progress.

The inspector noted that the crews maintained and properly utilized appropriate instrumentation and dosimetry.

Through these evaluations, observations, and discussions, the inspector found the licensee's staff at each location to be knowledgeable of radiation protection principles and regulatory requirements.

While in Jackson, the inspector reviewed a selection of records, including radiographer audits, dosimetry records, source inventories, leak tests, equipment maintenance, and instrumentation calibrations with no issues noted. No violations ofNRC requirements were identified during this inspection.
