SUMMARY

OF JULY 17, 2018, MEETING WITH INDIANA MICHIGAN POWER COMPANY REGARDING DONALD C. COOK NUCLEAR PLANT, UNIT NOS. 1 AND2 On July 17, 2018, a Category I public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Indiana Michigan Power Company (l&M, the licensee) via teleconference. This meeting was open to members of the public. No regulatory decisions were made at this meeting.

The purpose of the meeting was to discuss the decommissioning trust funds for Donald C. Cook Nuclear Plant (CNP), Unit Nos. 1 and 2. The meeting notice and agenda, dated July 2, 2018, are available in ADAMS at Accession No. ML18183A142. A list of attendees is included as to this memorandum. A meeting handout is included as Enclosure 2.

The licensee submitted its most recent Decommissioning Funding Status Report to the NRC via letter dated March 21, 2017 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML17081A443). On April 10, 2018, a public teleconference was held between the NRC staff and the licensee to discuss the submitted report. The meeting summary for the April 10, 2018, teleconference can be found at ADAMS Accession No. ML18109A069.

Following the public teleconference, the NRC staff issued a request for additional information (RAI) to the licensee on May 29, 2018 (ADAMS Accession No. ML181428531 ). The RAI requested that the licensee provide the NRC staff with an explanation of the apparent reduction in decommissioning funds reported in 2017, compared to the funds reported in 2015. The licensee requested a public teleconference to discuss its planned response to the RAI.

In l&M's 2015 submittal of the CNP Decommissioning Funding Status Report, required by Title 10 of the Code of Federal Regulations (10 CFR) 50.75(f)(1 ), l&M reported the amount of funds allocated for radiological decommissioning for items included in 10 CFR Sections 50. 75(b) and 50.75(c) to be $1,027,257,748, collectively, for both CNP, Unit 1, and CNP, Unit 2. In its 2017 submittal to the NRC, l&M reported $877,702,748, collectively, for both CNP, Unit 1, and CNP, Unit 2. Accordingly, funds reported by the licensee in 2017 reflected a 14.6 percent reduction in funds reported by the licensee, compared to the 2015 report. During the July 17, 2018, teleconference, the licensee stated that in response to the NRC staff's May 29, 2018, RAI, it plans to resubmit the 2017 Decommissioning Funding Status Report for CNP. The licensee presented a handout (Enclosure 2) with a spreadsheet detailing the changes that will be made to the 2017 report. The licensee stated that the revised 2017 report will reflect a value of

$1,118,552,320, collectively, for CNP, Units 1 and 2, representing an increase in funds compared to those reported by the licensee in 2015. This would be a result of allocating 62 percent of the total fund value for radiological decommissioning, consistent with the percentage reported in 2015.

The licensee stated that it will respond to the May 29, 2018, RAI by August 10, 2018. The RAI response will include the revised 2017 Decommissioning Funding Status Report.
