CYBER SECURITY PROGRAM IMPLEMENTATION FOR VOGTLE ELECTRIC GENERATING PLANT UNITS 3 AND 4
Dear Mr. Whitley:
The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed the letter from Southern Nuclear Operating Company (SNC) dated May 11, 2018, and finds that SNCs proposal for a phased implementation of the cyber security requirements in accordance with Title 10 of the Code of Federal Regulations (10 CFR) 73.54, Protection of digital computer and communication systems and networks is acceptable. The staff understands that a limited set of the safety, security, and emergency-preparedness (SSEP) functions described In 10 CFR 73.54(a)(1) will be in-service prior to fuel receipt within the protected area. That limited set of SSEP functions will be required to have cyber security controls implemented per the licensees cyber security plan (CSP).
In order to support the necessary cyber security inspections of the SSEP functions implemented to support fuel receipt and storage in the protected area, the staff requests that SNC provide a detailed schedule implementation for those SSEP functions. The schedule should provide adequate lead time for staff inspection of the initial cyber security implementation prior to fuel receipt and storage in the protected area.
As SNC continues implementation of their CSP, the staff requests detailed installation and in-service schedules by unit. Those schedules will be used to efficiently schedule new construction cyber security inspections.
