CERTIFICATE OF COMPLIANCE NO. 9341, REVISION NO. 6, FOR THE MODEL NO. BEA RESEARCH REACTOR TRANSPORTATION PACKAGE
Dear Mr. Noss:
On June 19, 2018, the U.S. Nuclear Regulatory Commission (NRC) issued a Certificate of Compliance (CoC) No. 9341 by updating Revision No. 4 to Revision No. 5, for the Model No. BEA Research Reactor (BRR) package, reflecting the Corporate name change from AREVA Federal Services LLC to Orano Federal Services LLC. This CoC was in response to your application dated May 15, 2018. It was discovered that Revision No. 5 of the CoC was already issued to you on July 21, 2016, for adding 21 new types of TRIGA fuel, six types of research reactor fuel, and a new basket design. As a result, enclosed please find a revised CoC with Revision No. 6 that supersedes the one we transmitted to you on June 19, 2018, in its entirety. Changes made to the enclosed certificate are indicated by vertical lines in the margin.
The staffs revised safety evaluation report (SER) reflecting the correct revision of CoC is also enclosed. This was an oversight on our part, and does not affect the NRC staffs conclusions of the SER.
Orano Federal Services LLC is now registered as the certificate holder for this package. The approval constitutes authority to use the package for shipment of radioactive material and for the package to be shipped in accordance with the provisions of Title 49 of the Code of Federal Regulations (49 CFR) 173.471. Those on the attached list have been registered as users of the package under the general license provisions of 10 CFR 71.17 or 49 CFR 173.471.

SUMMARY
By application dated May 15, 2018 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18145A102), Orano Federal Services LLC requested the U.S.
Nuclear Regulatory Commission (NRC) to reissue the Certificate of Compliance (CoC)
No. 9341, for the Model No. BEA Research Reactor (BRR) package, by revising its legal name from AREVA Federal Services LLC (AREVA) to Orano Federal Services LLC (Orano). Orano did not request any changes to the package design or its authorized contents. On June 19, 2018, the U.S. Nuclear Regulatory Commission (NRC) erroneously issued a CoC by updating Revision No. 4 to Revision No. 5, for the BRR Model, reflecting the Corporate name change from AREVA Federal Services LLC to Orano Federal Services LLC (ADAMS Accession No. ML18171A054). However, Revision No. 5 of the CoC was already issued to you on July 21, 2016, for adding 21 new types of TRIGA fuel, six types of research reactor fuel, and a new basket design including a loose plate box (ADAMS Accession No. ML16204A336). As a result, enclosed please find a revised CoC with Revision No. 6 that supersedes the one we transmitted to you on June 19, 2018, in its entirety. The certificate has been reissued reflecting the new Corporate name with the correct revision.
This safety evaluation supersedes the previous NRC safety evaluation report issued on June 19, 2018 (ADAMS Accession No. ML18171A055).
EVALUATION The staff considered the Corporate name change from AREVA to Orano as administrative in nature. On May 8, 2018 (ADAMS Accession No. ML18130A605), Orano submitted a revision to its Quality Assurance Program Description for NRC approval, and included this new Corporate name change. The Corporate name change does not affect the ability of the package to meet the requirements of Title 10 of the Code of Federal Regulations (10 CFR) Part 71. Therefore, the NRC staff found the name change to be acceptable, and reissued the CoC.
CONDITIONS The following changes have been made to the CoC:
Item 3.a, was revised to change the name from AREVA Federal Services LLC to Orano Federal Services LLC.
The references section was updated to include the letter requesting the new Corporate name.
2 CONCLUSION The certificate has been reissued reflecting the Corporate name change. Based on the statements contained in the application, and the condition listed above, the staff concludes that the change indicated does not affect the ability of the package to meet the requirements of 10 CFR Part 71.
