WPPSS NUCLEAR PROJECTS NOS. 1/2/4 ENVIRONMENTAL MONITORING PROGRAM

Reference:

Telephone communication March 24, 1977 from Jan Norris Environmental Projects, NRC, to R. A. Chitwood, WPPSS.

Dear Mr. Rusche:

The Washington Public Power Supply System is informing the NRC at this time that it is suspending the present benthic monitoring program in conjunction with WPPSS Nuclear Projects Nos. 1/2/4.

This is in response to the verbal approval already granted in the above referenced communication.

Within the past year, three boats have become entangled in the monitoring station buoys associated with WNP-1/2/4 and have capsized.

One of these boats belonged to Battelle Northwest Laboratories and capsized while performing monitoring work for the Supply System.

The other two boats which capsized in February and March of 1977 were recreational boats.

There are further unverified reports of two additional boats which have become entangled in the buoy system associated with this monitoring program and have sustained some damage.

No loss of life has been associated with these boating accidents, however there is a possibility that with increased recreational boating in the summer months that a loss of life associated with such an accident coUld Occul 77'd P PoZl/

The environmental monitoring program is described in Section

6. 1 and 6.2 of the Final Environmental Report for WNP-2, currently under review by NRC, and Section 6.1.5.2 of the FES for WNP-1/4.

The current'rogram is not a commitment or a condition for the construction permits or LWA's of any of the three projects.

Following the suspension of the benthic portions of the environmental monitoring program, WPPSS will submit to the NRC a report on the possible ramifications of suspension of the benthic monitoring program and possible alternative methods which could be used.

No response is required.
