Dean noted that this is addressed very generically in the 3rd bullet under Desired Outcome, but can/should be more direct. Wes noted that during the last App D mtg EMC continued to be a sticking point but NRC staff finally backed off and agreed its addressed in evaluation guidance satisfactorily. It remains to be seen if EMC is, or is not addressed in NEI 16-16 (like all else that was in NEI 01-01).

This was a result of an NRC staff member mentioning that DOE uses NQA-1 for their basis of accepting safety critical COTS applications and SIL certification for less safety critical applications. Dave H got an e-mail from Jerud wanting to set up a conf call with the DOE. Dave will forward the e-mail to Dean. Dean will follow up with Jerud.

5 Decide on NEI 17-06 Name:

Supplemental Guidance for Acceptance of Digital Equipment using 3rd Party Certification D Mundy 8/10/2017 10/12/2017 Complete 8/10: Team decided tentatively on "Supplemental Guidance for Acceptance of Commercial Grade Digital Equipment for Safety Applications Using 3rd Party Certification" Andy then suggested: "I thought about the name of NEI 17-06 after the call, and I would like to propose: Guidance for Validating Dependability of Digital Equipment using 3rd Party Certification. I like this name because it gets at the heart of what I think our goal is, determining acceptability of the dependability critical characteristics (as defined by EPRI TR-106439 and the newer versions of IEEE 7-4.3.2 in terms of commercial grade dedication),

without specifically mentioning commercial grade dedication."

8/23: based on comments received... in the updates to the IAP, Dean used the title "Supplemental Guidance for Acceptance of Digital Equipment using 3rd Party Certification 6 Document the technical facts that we need from the EPRI research to support the positions we intend to take. Matt requests that we evaluate this and let him know.

7 AFCEN / RCC-E: Alex Wigg from EdF is willing to collaborate with us. For the past few years they (AFCEN including EdF) have been working on a new method which will allow us to greatly accelerate this process for equipment that has been independently certified according to IEC 61508. And This new approach is published in the RCC-E, which stands for (in English) : Design and construction rules for electrical and I&C systems and equipment. Dave and Dean met with Alex at the June 2017 ANS NPIC-HMIT conference.

a. Coordinating with Alex is on Daves list of to-dos but not high on the priority list. There is an EPRI interest to dig further.
b. Dean to reach out to Matt Gibson to see if EPRI has access to the 2016 version of RCC-E.

D Mundy 7/7/2017 10/31/2017 8 Selectively add key members to the MP3 team, preferrably licensees. Preferred candidates include Gus Grosch (Duke), Al LaFleur (NextEra), and Andy Nack (ATC).

8/13: Al confirmed mgmt approval. Concluded that the team is sufficiently staffed at least for now... to be evaluated as we begin work on NEI 17-06.

9 Need volunteers to draft / own sections of NEI 17-06
