Subject:

[External_Sender] Docket ID NRC-2018-0052 Why are all these high risks being taken in the first place?

For no good reason whatsoever! Certainly not to benefit public health, safety, security, or envir onmental protection, despite Holtec Inter national/Eddy Lea [Counties] Energy Alliance (Holtec/ELEA),

and nuclear power industry

, claims and PR spin to the contrary.

Truth be told, its to transfer

title, liability, costs, and risks, for the highly radioactive irradiated nuclear fuel, from the com panies that generated it, and profited from its generation, onto the backs of federal taxpayers (if the U.S. Department of Energy (DOE) is stuck paying all the bills and/or onto the backs of nuclear electricity ratepayers, if Holtec/ELEAs lobbyists can finagle access to the monies remaining in the Nuclear Waste Fund coffers

)

. Thats a pretty big favor to the companies in fact, its unique in all of industry.

2 ALL NUCLEAR WASTE, CLEAN UP COSTS AND PROCEDURES MUST BE TAKEN CARE OF AT THE SITE WHERE GENERATED AND BY THE COMPANY RUNNING THE OPERATION AND MAKING MONEY FROM IT.

Dr. Ma rk Cooper of Vermont Law School

, in December 2013, in hi s expert witness comments to the U.S. Nuclear Regulatory Commissions (NRC) Nuclear Waste Confidence/Continued Storage of Spent Nuclear Fuel EIS (Environmental Impact Statement) proceeding, calculated that the first 200 years of commercial irradiated nucle ar fuel storage will cost $210 to 350 billion (yes, with a B). DOE cannot pay f ederal taxpayer dollars for privately owned and operated CISFs, absent a n operating permanent geological repository

3 including both Holtec/ELEAs scheme in NM, and WCSs scheme, 38 miles away in TX. This is not legal under the Nuclear Waste Policy Act, a s Amended, a.k.a. current law.

The plan you are currently proposing is a HUGE public health risk / threat and will result in charges against you of crimes against humanity. We-the-people are paying you to act on our behalf - NOT FOR THE BENEFIT OF CORPORATIONS. PLEASE DO THE JOB WE ARE PAYING YOU TO DO. TO DO ANYTHING LESS IS DERELICTION OF YOUR SWORN DUTY AND A CRIME AGAINST HUMANITY. THE RESULTS WILL EFFECT ALL LIFE ON THE PLANET, INCLUDING YOU AND THOSE YOU LOVE. YOUR MONEY AND "POWER" CANNOT AND WILL NOT PROTECT YOU.

Sincerly Naomi Zuckerman Whitethorn Ca. 95589
