Dear Mr. Earls:
This letter acknowledges receipt of a June 13, 2018, letter to the U.S. Nuclear Regulatory Commission (NRC) from the Nuclear Energy Institute (NEI) entitled, NEI 18-07, Licensee Performance Assessments - Methodology for Licensee Identification of Latent Design Issues (Agencywide Documents Access and Management System (ADAMS) Accession Nos.
ML18165A064 and ML18165A068).
The June 13, 2018, letter was in response to the NRCs holistic engineering review initiative to improve the effectiveness and efficiency of the Reactor Oversight Process baseline inspections.
The NRCs engineering review included consideration of one NRC inspection to be credited with a licensee self-assessment. The June 13 letter includes the first draft of NEIs licensee performance assessment guidance. In the June 13 letter, NEI also requested a public meeting with the NRC to discuss the draft guidance and consider which upcoming NRC inspections would be suitable for piloting the draft guidance.
I appreciate your letter and look forward to NRC staff engaging with NEI and the public on the draft licensee performance assessment guidance. The NRC will contact NEI regarding plans to hold a public meeting in the very near future.
