COOPERATIVE NUCLEAR SAFETY RESEARCH MEMORANDUM OF UNDERSTANDING ADDENDUM FOR XLPR VERSION 2 CODE MAINTENANCE, SUPPORT, AND DISTRIBUTION

Dear Mr. Wilmshurst:

Please find enclosed a signed Addendum to add to the September 30, 2016, Memorandum of Understanding between the U.S. Nuclear Regulatory Commission's Office of Nuclear Regulatory Research (NRC/RES) and the Electric Power Research Institute (EPRI) on Cooperative Nuclear Safety Research (NRC Agencywide Documents Access and Management System Accession No. ML16223A495).

The new Addendum, Maintenance, Support, and Distribution of the xLPR Version 2 Code, provides for continued cooperation concerning the xLPR Version 2 computer code (the Code).

Development of the Code was initiated under the Addendum, Extremely Low Probability of Rupture, dated February 4, 2013. In that Addendum, NRC/RES and EPRI agreed to determine the most appropriate process for maintaining, supporting, and distributing the Code after development was complete. The enclosed Addendum fulfills that agreement by establishing a legally-binding framework for Code maintenance, support, and domestic distribution. A mutual goal is to extend this process or establish a new process for international distribution; however, achieving this goal will require further efforts.

Also enclosed is a signed Cross-License Agreement. This agreement implements certain provisions of the Addendum pertaining to use of the Codes software and supporting documentation.

The Addendum and Cross-License Agreement were both developed through close collaboration between the staff of NRC/RES and Mr. Craig Harrington of your staff. Our two organizations have worked well together over many years on development and applications of the Code. We look forward to many more successful years of partnership in maintaining it.
