HUMBOLDT BAY - INDEPENDENT SPENT FUEL STORAGE INSTALLATION, PHYSICAL SECURITY REQUIREMENTS FOR INDEPENDENT SPENT FUEL STORAGE INSTALLATIONS INSPECTION REPORT 072-027/2018401

Dear Mr. Welsch:

On May 3, 2018, the U.S. Nuclear Regulatory Commission (NRC) completed an Independent Spent Fuel Storage Installation Security Inspection at your Humboldt Bay facility. The inspection covered the specific physical security license requirements for independent spent fuel storage installations. The NRC inspector discussed the results of this inspection with Mr. S. Kirven, Director, Nuclear Security/Emergency Services, Diablo Canyon, and other members of your staff. The inspector documented the results of this inspection in the enclosed inspection report.

The NRC inspector did not identify any finding or violation of more than minor significance.

In accordance with Title 10 of the Code of Federal Regulations (CFR) 2.390, Public Inspections, Exemptions, Requests for Withholding, of the NRC's "Agency Rules of Practice and Procedure," a copy of this letter will be available electronically for public inspection in the NRCs Public Document Room or from the Publicly Available Records (PARS) component of ADAMS. ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).

However, the enclosed report contains Security-Related Information, so the enclosed report will not be made publically available in accordance with 10 CFR 2.390(d)(1). If you choose to provide a response that contains Security-Related Information, please mark your entire response Security-Related Information - Withhold from Public Disclosure Under CFR 2.390 (d)(1) and follow the instructions for withholding in 10 CFR 2.390(b)(1). The NRC is waiving the affidavit requirements for your response in accordance with 10 CFR 2.390(b)(1)(ii).
