Oakland, CA 94607-4052 FEMA I am forwarding a copy of the final After Action Report (AAR) for the Diablo Canyon Power Plant (DCPP) Northern Emergency Monitoring and Decontamination (EMAD) Center Exercise, conducted on March 21, 2018, and the Backup Alert and Notification (BA&N) Demonstration, conducted on March 23, 2018, by the County of San Luis Obispo.
The Department of Homeland Security's Federal Emergency Mru'l.agement Agency (FEMA) Region IX evaluated the Northern EMAD Center Exercise and the BA&N Demonstration.
The purpose of the Northern EMAD Center Exercise and the BA&N Demonstration was to assess the level of local preparedness in responding to a radiological event occurring at, or within the vicinity ofDCPP. The final AAR was prepared in coordination with the DCPP Off-site Response Organizations (ORO).
No Level 1 or Level 2 Findings were identified. One Plan Issue was identified during the March 21, 2018, Northern EMAD Center Exercise.
Based on FEMA's evaluation of demonstrated criteria for the March 21, 2018, Northern EMAD Center Exercise, and the March 23, 2018, BA&N Demonstration, the capabilities of the affected OROs are adequate to provide continued reasonable assurance that appropriate measures cru1 be taken to protect the health and safety of the public in the event of a radiological emergency at DCPP.
Therefore, the Code of Federal Regulations, Title 44 § 350 approval of the Off-site radiological emergency response plans and preparedness for the state of California and the affected OROs site-specific to DCPP, will remain in effect.
