AUDIT OF THE U.S. NUCLEAR REGULATORY COMMISSIONS OVERSIGHT OF THE NATIONAL MATERIALS PROGRAM (OIG-18-A-11)

REFERENCE:

DEPUTY EXECUTIVE DIRECTOR FOR MATERIALS, WASTE, RESEARCH, STATE, TRIBAL, COMPLIANCE, ADMINISTRATION, AND HUMAN CAPITAL PROGRAMS, MEMORANDUM DATED MAY 3, 2018 Attached is the Office of the Inspector Generals (OIG) analysis and status of recommendations as discussed in the agencys response dated May 3, 2018. Based on this response, recommendations 1 and 2 are resolved. Please provide an updated status of the resolved recommendations by February 15, 2019.

Status of Recommendations Recommendation 1: Formalize the National Materials Program framework in a document to include a definition, vision, mission, goals and objectives, membership, members roles and responsibilities, and activities.

Agency Response Dated May 3, 2018: The NRC staff agrees with the recommendation and will take a phased approach to address the recommendation. The following actions are planned:

Take the existing documents which identify concepts for the National Materials Program, and working with the Organization of Agreement States, develop a draft National Materials Program guidance document that includes a definition, vision, mission, goals and objectives, membership, members roles and responsibilities, and activities.

Issue the draft National Materials Program guidance document for comment to NRC Regional Offices and all the Agreement States.

Finalize the document, issue it formally, and place it on the NRCs State Portal under the National Materials Program tab.

The NRC staff plans to issue the document as a State Agreement (SA) procedure. The NRC staff will evaluate the effectiveness of developing a corresponding National Materials Program Management Directive, where the SA procedure would be the Management Directive handbook.

Target Completion Date: January 2019.

verifying that NRC has developed and issued the document that includes a definition, vision, mission, goals and objectives, membership, members roles and responsibilities, and activities.

Status of Recommendations Recommendation 2: Designate an NRC individual with expert knowledge to serve as the National Materials Program champion to help with consistent communication. NRC should encourage the Agreement States to create a co-champion to serve as the NRC champions peer.

Agency Response Dated May 3, 2018: The staff agrees with the recommendation. The designation of an NRC National Materials Program champion will occur concurrent with the development of the guidance document (Recommendation 1); consistent with the roles and responsibilities documented in the guidance document. This action will also include working with the Organization of Agreement States to identify the co-champion.

Target Completion Date: January 2019.

OIG Analysis: The proposed actions meet the intent of the recommendation. OIG will close the recommendation after verifying that NRC has designated an individual with expert knowledge to serve as the NRC National Materials Program champion to help with consistent communication.

Status: Resolved.
