RESULTS OF PERIODIC REVIEW OF REGULATORY GUIDE (RG) 1.166, PRE-EARTHQUAKE PLANNING AND IMMDEDAITE NUCLEAR POWER PLANT OPERATOR POST-EARTHQUAKE ACTIONS This memorandum documents the U.S. Nuclear Regulatory Commissions (NRC) periodic review of Regulatory Guide (RG) 1.166, Pre-Earthquake Planning and Immediate Nuclear Power Plant Operator Post-Earthquake Actions. RG 1.166 was issued in March 2007, and provides guidance for evaluation of recorded instrumentation data after an earthquake and for determining whether plant shutdown is required by 10 CFR Part 50. It is a companion to RG 1.167, Restart of a Nuclear Power Plant Following a Seismic Event. The latter provides guidance on restarting a nuclear power plant following shutdown by an earthquake due to observed damage or exceeding the operating basis earthquake (OBE). As discussed in Management Directive 6.6, Regulatory Guides, the NRC staff reviews RGs approximately every 10 years to ensure that the RGs continue to provide useful guidance. Documentation of the NRC staff review is enclosed.
Based on the results of the periodic review, the staff concludes that a revision to RG 1.166 is warranted. The staff plans to update and combine this guide with RG 1.167 by the end of the fourth quarter of FY 2018, and issue it for public comment in the second quarter of FY 2019.
