RESULTS OF PERIODIC REVIEW OF REGULATORY GUIDE (RG) 1.61, DAMPING VALUES FOR SEISMIC DESIGN OF NUCLEAR POWER PLANTS This memorandum documents the US Nuclear Regulatory Commission (NRC) periodic review of Regulatory Guide (RG) 1.61, Revision 1, Damping Values for Seismic Design of Nuclear Power Plants. Revision 1 of this RG was issued in March 2007, and specifies the damping values that the NRC staff considers acceptable for complying with the agencys regulations and guidance for seismic analysis and design of nuclear power plants. As discussed in Management Directive 6.6, Regulatory Guides, the NRC staff reviews RGs approximately every 10 years to ensure that the RGs continue to provide useful guidance. Documentation of the NRC staff review is enclosed.
Based on the results of the periodic review, the staff concludes that a revision to RG 1.61, Revision 1 is warranted. The staff plans to develop a draft guide by the end of the fourth quarter of FY 2019, and issue it for public comment in the second quarter of FY 2020.
