POST-TMI REQUIREMENTS FOR THE EMERGENCY OPERATIONS FACILITY (GENERIC LETTER 81-10)

NRC letter dated February 18, 1981 gavethe Commissions finalized position with respect to location and habilitability requirements for the Emergency Operation Facility and staffing levels for emergency situations.

of that letter provided implementation dates that Consumers Power Company was requested to review and confirm.

Consumers Power Companys review of Enclosure 1 of the February 18, 1981 NRC letter identified one implementation date that presents a possible problem.

The October 1, 1982 operational date for the Final Emergency Response Facilities may not be met due to unavailability for delivery of some purchased equipment.

Every effort, however, will be made to meet the October 1, 1982 implementation date.

The staffing levels as shown in Table III.A.1.2-1 for plant emergencies may present an implementation problem due to the number of people required on site within 30 minutes.

This situation is under further study and will be addressed in our June 1, 1981 submittal.

Also relative to the shift manning is the fact Consumers Power Company will have a Shift Engineer with an SRO who wiil function as the second SRO and the Shift Technical Advisor in all situations.
