I presume Chapter 9 is in one of the following ( see below ) links but when I click on these "links" the result is a blank screen.

According to Mr Fetterer chapter 9 has site selection information, RE; my appeal to choose a brownfield site among the dozen or more shuttered fossil plants in the TVA or even cold war era Manhattan Project brownfield sites right here in Oak Ridge , Many of these sites also have the advantage of complete infrastructure and community acceptance over the years.

To help you understand the criteria the Tennessee Valley Authority (TVA) used for its site/alternative site selection process, I encourage you to go over chapter 9 of the draft EIS; Environmental Impacts of Alternatives.
