- SURRY POWER STATION UNITS 1 AND 2 NORTH ANNA POWER STATION UNITS 1 AND 2 NRC BULLETIN 93-02: DEBRIS PLUGGING OF EMERGENCY CORE COOLING STRAINERS DPR-37 NPF-4 NPF-7 NRC Bulletin No. 93-02 addresses the potential for clogging of Emergency Core Cooling
- System (ECCS) strainers with fibrous air filters or other temporary sources of fibrous material. The bulletin also identifies actions requested to assure that such material does not exist in the primary containment. This letter is to respond to NRC Bulletin No. 93-02 relative to fibrous material in the primary containments at Surry and North Anna Power Stations.
Both Surry and North Anna have performed reviews to identify any fibrous air filters or other temporary sources of fibrous material in containment. In accordance with existing programmatic controls, temporary fibrous material is not left in the containment during plant operation. This is verifed by containment closeout walkdowns. _Therefore, there is no known temporary fibrous material in the containments at Surry or North Anna at this time.
Permanent fibrous materials inside containment have been identified and the consequences of the presence of these materials has been evaluated. The permanent fibrous material currently inside containment is used in pipe insulation, in roughing and HEPA prefilters in the containment air cleanup system, and as a damming material for fire stop installations inside electrical cable trays. Based on the current configuration, the fibrous material in containment will not reduce the functional capability of the ECCS system by blocking or clogging the sump screens or suction strainers. Therefore, compensatory measures are not necessary.

e Any future use of fibrous material in the containment at both Surry and North Anna will
- continue to be evaluated, in accordance with the existing programs, for the potential to reduce the functional capability of the ECCS system. We are continuing our review of IN 93-34, "Potential for Loss of Emergency Cooling Function Due to a Combination of Operational and Post-LOCA Debris in Containment," and its supplement to address all aspects of this issue and will implement any required corrective actions.
