VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 UPDATED RESPONSE TO GENERIC LETTER 89-13 SERVICE WATER SYSTEM PROBLEMS AFFECTING SAFETY-RELATED EQUIPMENT Serial No.93-187 NURPC Docket Nos. 50-280 50-281 License Nos. DPR-32 DPR-37 In our letter (Serial No. 89-572G) dated October 2, 1991, Virginia Electric and Power Company provided additional details about our program to ensure the continued operability of the service water (SW) system at Surry Power Station. This letter provides notification of our completion of the baseline Generic Letter 89-13 inspections and an update in the approach taken for one activity in macrofouling controls.
One program activity involved interim modifications allowing periodic injection of sodium hypochlorite (NaOCI) into the stagnant 48" 'A' and 'C' service water headers to impede hydroid macrofouling. Both laboratory and in situ evaluations have been completed as part of our comprehensive macrofouling study of Surry service water.
The study concluded that the injection of NaOCI into the 48" headers "did not cause a decrease in hydroid growth" and that "the absence of oxygen in the header was the primary factor that reduced growth." Therefore, we have discontinued the injection of.
NaOCI into these 48" service water headers and will continue to inhibit hydroid growth by depleting the oxygen supply via alternate stagnation of the 'A' and 'C' headers.
Also, in another letter (Serial No. 91-749A) dated April 9, 1992, we indicated that the program inspections of service water piping had been satisfactorily completed with the exception of one line, 8"-WS-482-21 X. The inspection of this line has been completed with satisfactory results. The line had minor biological growth with no areas of active corrosion. Since the limited biological growth was assessed to be of no concern, service water pipe 8"-WS-482-21 X was returned to service as found. The baseline Generic Letter 89-13 inspections for Surry Power Station have now been completed.
