Dear Mr. Stewart:
March 4, 1993 This is to confirm our plans to escort six representatives of the Russian GOSATOMNADZOR (GAN) on a visit to Virginia Electric and Power Company headquarters on March 16, 1993.
GAN is the Russian equivalent of the U.S. Nuclear Regulatory Commission (NRC).
The six representatives will be in the United States as guests of the NRC during the period of March 13 to March 26, 1993.
The purpose of their visit is to develop an understanding of the NRC's process for licensing nuclear power reactors.
The names and titles of the Russian representatives are:
Mr. Alexander Matveev, Head, Department of Science and Engineering, GAN Mr. Mikhail Mirochnichenko, Deputy Head, Department of NPP Nuclear and Radiation Safety, GAN Mr. Alexander Dmitriev, Head, Department of Nuclear and Radiation Safety at Fuel Cycle Facilities, GAN Mr. Mikhail Mikhailov, Deputy Head, Department for Supervision of Radiation Safety, GAN Mr. Rostislav Nikolsky, Head, Department of Research Reactor Nuclear and Radiation Safety, GAN Mr. Vadim Demkine, Interpreter, GAN The Russian representatives will be escorted by NRC representatives, Dr.
Daniel B. Jones and Mr. Leon E. Whitney.
The main purpose of the group's visit to Virginia Electric and Power Company is to allow them to gain a better understanding of a reactor licensee organization structure and the relationship of the owning corporation and the site operating organization.
The group is interested in discussing briefly and informally with your staff the following issues:

The relationship of your Headquarters organization and the nuclear power plant operating organization.
Considerations that go into decisions on plant staff size and organization, and decisions on budget size and priorities.
Roles played by industry organizations (e.g., INPO, NUMARC, Westinghouse Owners Group), and their effect on your activities.
Financial planning for the facility including budgeting and interaction with rate-setting organizations.
Relationships with local governments and populations, particularly as they apply to the emergency preparedness process.
Your perspective on the particular challenges you face in operating a nuclear power plant safely and effectively in today's U.S. society and economy.
