SUMMARY
OF MANAGEMENT ACTIONS COMPLETED TO IMPROVE THE FFD PROGRAM 7/1/92 THROUGH 12/31/92 A Quality Assurance audit of the FFD Program conducted during the fourth quarter of 1992 identified, as a strength, a Fitness for Duty Employee Handbook which presents a comprehensive overview of the Virginia Power Fitness for Duty Program. The handbook will be used primarily for new employee orientation. Topics included are NRC Fitness for Duty requirements, the Virginia Power drug policy, random testing, and the Employee Assistance Program.
e EVENTS REPORTED TO THE NRC BY VIRGINIA ELECTRIC AND POWER COMPANY 7/1/92 THROUGH 12/31/92 During a review of blind performance test results, a sample which had screened "positive" for cocaine at the onsite testing facility subsequently tested negative at the HHS-certified laboratory. The HHS-certified laboratory re-tested the specimen and this test indicated a borderline "positive" for cocaine.
The supplier of the blind specimen verified that the blind sample had indeed been spiked with cocaine. This incident was reported to the NRC in our letter (Serial No.92-443) dated September 23, 1992.
