VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 PROPOSED TECHNICAL SPECIFICATION CHANGE 3.0/4.0 LCO AND SURVEILLANCE REQUIREMENTS In a letter (Serial No. 91-572A) dated_,August 4, 1992, Virginia Electric and Power Company requested an amendment, in the form of changes to the Technical Specifications, to Operating License Nos. DPR-32 and DPR-37 for Surry Power Station Units 1 and 2. The proposed Technical Specification change was submitted in order to upgrade portions of Sections 3.0 and 4.0 of the Surry Power Station Technical Specifications pursuant to Generic Letter 87-09.

That submittal was based on our understanding that the 3.0 and 4.0 provisions of GL 87-09 recommended for Standard Technical Specifications were linked together and application of the surveillance provisions would require application of the Limiting Conditions for Operation (LCO) provisions. As discussed in a December 30, 1992 telephone conversation between our staffs, a combined approach is not required for the customized Surry Power Station Technical Specifications. Therefore, we withdraw the 3.0 portion of our August 4, 1992 submittal. Attachment 1 identifies the remaining proposed changes pertaining to surveillance requirements.

Our determination that this change does not involve an unreviewed safety question as defined in 10 CFR 50.59, nor a significant hazards consideration according to 10 CFR 50.92, remains valid and encompasses this modification to our request. Should you have any questions, please contact us.
