VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 UPDATED RESPONSE TO GENERIC LETTER 89-13 SERVICE WATER SYSTEM PROBLEMS AFFECTING SAFETY-RELATED EQUIPMENT DPR-37 In letters (Serial Nos.89-572, 89-572E, and 89-572G) dated January 29, 1990, April 30, 1991, and October 18, 1991, Virginia Electric and Power Company described the program that would be implemented to ensure that the service water (SW) system at Surry Power Station was in compliance with appropriate regulations, specifications, and licensing basis documentation. These responses included a commitment to issue the initial design basis documents (DBDs) for the service water and associated intermediate systems, perform physical verification walkdowns of the systems, and review the system designs to confirm that the systems will perform their intended safety functions in the event of a single active failure. Completion of these activities, with the exception of those for the control rooni air conditioning system, was scheduled for December 15, 1992.
Issuance of the initial DBD, performance of the physical verification walkdown, and performance of the single failure review have been completed for the open cycle service water system and the recirculation spray system.
For the remaining intermediate systems (component cooling, residual heat removal, and control room air conditioning), physical verification walkdowns have been performed. The initial DBDs for component cooling and residual heat removal have been issued for review.
Performance of the single failure reviews has not yet been completed, but is scheduled for 1993. The DBD for control room air conditioning will be issued following completion of modifications which are currently in progress to add chiller capacity to the system.
Any significant discrepancies identified during this process will be promptly evaluated and dispositioned in accordance with our corrective action program.
