DPR-32 DPR-37 STORAGE FACILITY FILTER INSPECTION AND REPLACEMENT Our original submittal concerning the steam generator replacement project dated August 17, 1977, committed to a monthly inspection and replacement of the HEPA filters on the storage facility for the old steam generators for the first year of storage.

After the first year, the data was to be reviewed and a permanent surveillance program was to be established. You approved this monitoring program in the Safety Evaluation by the Office of Nuclear Regulation dated December 15, 1978.

By our letter of September 13, 1979 (Serial No. 665), we reported that monthly replacement of the filters was too frequent since they were being found in an "almost new" condition. In addition, we reported that the filters were being found with no detectable particulate radioactivity accumulation. Accordingly, we requested your concurrence in increasing the surveillance period from monthly to quarterly. In your reply dated November 19, 1979, you agreed with our conclusion that monthly filter replacement was too often and authorized relaxation of the replacement and radioactive analysis frequency. However, because of the possibility of weather affecting the filters, you requested that the monthly visual inspection program be continued.

Since receipt of this guidance, we have replaced the HEPA filters on a quarterly frequency and conducted monthly visual inspections.

No radioactivity has been detected on the removed filters and they remain in a "like new" condition. Accordingly, we plan to change the current replacement and analysis frequency from quarterly to annually. In addition, the filter housing has been modified to open from the bottom to reduce the likelihood of adverse weati1er effects. Given this improvement in housing design and the positive resuits obtained in over thirteen years of visual inspections, we plan to change the visual inspection frequency from monthly to quarterly.

It is possible that further changes to the replacement and inspection program may become advisable in the future. If so, we plan to implement the changes subject to review in accordance with 1 O CFR 50.59. Any change made in this manner will be

e docun1ented in the Monthly Operating Report. Your concurrence is requested so that the revised program may be implemented.
