ACCEPTANCE OF CHANGE TO THE OPERATIONAL QUALITY ASSURANCE PROGRAM TOPICAL REPORT VEP l-5A (UPDATED) FOR SURRY UNITS 1 AND 2 AND NORTH ANNA UNITS 1 AND 2 Thank you for your letter dated June 16,1992, (serial No.92-369) notifying us of changes to your Operational Quality Assurance Program in accordance with 10 CFR 50.54 (a)(3).
We have reviewed the changes addressed in the annual update.
Our review of the Topical Report included review of Attachments 1 and 2.
There were minor management title and organizations changes.
Additionally, there were two changes related to design change and modification activities which required clarification. Discussions were held with your staff on August 13, 14, and 18, 1992, where additional clarification was provided for design change and modification activities.
Based on a discussion with Mr. J. Hegner of your staff on September 18, 1992, it is our understand-ing that page 17.2-69 of the Topical Report will be revised and reissued to clarify the.independent review of design change packages performed by Nuclear Licensing.
We have concluded from our review and from discussions with your staff that the changes do not constitute a reduction in your Quality Assurance Program commitments.
The review indicates that the Operational Quality Assurance Program Topical Report VEP l-5A (Updated) continues to satisfy 10 CFR 50, Appendix B requirements, and is acceptable pending our receipt and review of revised page 17.2-69 of the Topical Report.
