PARTICIPATION OF SURRY IN THE B&W MASTER INTEGRATED REACTOR VESSEL SURVEILLANCE PROGRAM 92-578 R2 50-280 50-281 DPR-32 DPR-37 This letter is being transmitted to confirm Virginia Power's participation in the Babcock & Wilcox Owners' Group (B&WOG) Master Integrated Reactor Vessel Surveillance Program (MIRVSP), documented in B&W Report BAW-1543, Revision 3, dated September 1989.
This report was approved in a NRC Safety Evaluation transmitted by a June 11, 1991 letter to John H. Taylor (B&W) from John N. Hannon (NRC).
Virginia Power's implementation of the MIRVSP surveillance capsule withdrawal schedule guidelines required minor modification of the MIRVSP withdrawal schedule to ensure that adequate data will be available to support planned reactor vessel fluence analyses and the development of revised pressure/temperature operating limits for Surry Units 1 and 2.
These minor modifications are discussed in the following paragraphs.
The MIRVSP has designated the Surry Units 1 and 2 surveillance capsules currently in the vessels as "standby" capsules, with the exception of Surry Unit 2 Capsule W1. A "standby" capsule is one that serves as a backup to other capsules in the integrated surveillance program and is not directly needed to ensure compliance with the 1 OCFR50 Appendix H requirement to monitor the effect of neutron irradiation on vessel materials properties. The Surry Unit 2 Capsule W1 is a supplemental capsule designed to provide data that will permit comparison of the effect of operating conditions on irradiated material properties for Westinghouse-designed nuclear plants to B&W-designed nuclear plants. Capsule W1 is scheduled to be withdrawn from Surry Unit 2 at the end of Cycle 17 (approximately in the year 2002).
The MIRVSP recommended that Surry Unit 1 Capsules Y and U and Surry Unit 2 Capsules Z and T be reinserted in higher lead factor locations at the end of Cycle 20.

reinserted at higher lead factor locations and intends to relocate them well before Cycle 20.
The revised withdrawal schedule better serves Virginia Power's requirements for surveillance capsule data and has no adverse impact on the effectiveness of the MIRVSP. The forthcoming Revision 4 of BAW-1543 will reflect the modifications made to the MIRVSP by Virginia Power and the B&WOG.
