Gentlemen:
SUBJECT:
NRC INSPECTION REPORT NOS. 50-280/92-17 AND 50-281/92-17
This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by
Mr. M. Branch of this office on July 5 through August 8, 1992.
The inspection
included a review of activities authorized for your Surry facility. At the
conclusion of the inspection, the findings were discussed with those members
of your staff identified in the enclosed inspection report.
Areas examined during the inspection are identified in the report. Within
these areas, the inspection consisted of selective examinations of procedures
and representative records, interviews with personnel, and observation of
activities in progress.
During the inspection period you identified that low-head safety injection
system piping in both units contained gas voids.
The enclosed report
describes the short-term corrective actions you have taken in response to this
issue.
We have reviewed these actions, which primarily involve frequent
venting of the affected piping, and find them to be adequate.
Due to the
potential system degradation from these gas voids, we are particularly
interested in the timely development of long-term corrective actions, which
will prevent the intrusion of gas voids into this system.
Thus, you are
requested to provide to the NRC in writing, within 30 days of the date of this
letter, your proposed long-term corrective actions.
Within the scope of the inspection, violations or deviations were not
identified.
Pursuant to 10 CFR 2.790 of the NRC's "Rules of Practice", a copy of this
letter and its enclosure will be placed in the NRC Public Document Room .
