OF MANAGEMENT SANCTIONS IMPOSED 1/1/92 THROUGH 6/30/92 CONTRACTOR EMPLOYEES RANDOM TESTS (Each case resulted in revocation and permanent denial of unescorted access.)

Confirmed Positive Tests for Illegal Drugs (No appeals were filed.)

Confirmed Positive Tests for Alcohol (1 individual requested further confirmation by analysis of blood - Positive test upheld)

Refusal to Test Admission of Drug Use PRE-ACCESS TESTS (Each case resulted in permanent denial of access.)

Confirmed Positive Tests for Illegal Drugs (9 individuals filed appeals - all were denied by MRO)

SUMMARY

OF MANAGEMENT ACTIONS COMPLETED TO IMPROVE THE FFD PROGRAM 1/1/92 THROUGH 6/30/92 The Surry Power Station FFD Facility was moved into the new Administration Building.

This provides an efficient workplace for the technicians and allows greater privacy for the participants.

A Quality Assurance audit of the FFD Program conducted during the first quarter of 1992 identified strengths in management professionalism, program involvement, and support.

The audit also noted testing for an expanded panel of drugs and the Employee Assistance Program personnel continuing to be certified by the EAP Association.

Self assessments were conducted during the first and second quarters of 1992 to identify strengths or possible weaknesses in our program. These assessments are ongoing activites which strengthen our nuclear program.

EVENTS REPORTED TO THE NRC BY VIRGINIA ELECTRIC AND POWER COMPANY 1 /1 /92 THROUGH 6/30/92 On March 28, 1992, a contract supervisor tested positive for alcohol. The individual was a decontamination foreman and the test was random. The individual declined to provide a blood sample. The incident resulted in revocation and permanent denial of unescorted access authorization.
