TEMPORARY WAIVER OF COMPLIANCE TO REPAIR CONTROL ROD URGENT FAILURE CIRCUITRY IN THE CONTROL ROD DRIVE SYSTEM FOR SURRY UNIT 1, DOCKET 50-280 This letter confirms the telephone conversation between Mr. J. P. O'Hanlon of your staff and Mr. Luis A. Reyes of my staff on May 5, 1992, granting a Regional Waiver of Compliance for your Surry Nuclear Power Station Facilities.

The waiver was granted to Technical Specification (TS) 3.12.C.3. for one time only to allow repairs to be made to the electrical Rod Urgent Failure Alarm circuitry in the Control Rod Drive System.

The Rod Urgent Failure Alarm indicates a fault in the Control Rod Drive System which renders a group or bank of control rod assemblies inoperable due to the inability to move the control rod assemblies on demand by the Control Rod Drive System.

The granting of this waiver was based on the discussion of the technical issues with your staff and the fact that the individual rod and group rod position indicators were reading within the TS requirements, all rods were trippable and capable of performing their intended safety function.

This one time waiver extended the TS time requirement in 3.12.C.3 from 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> to 50 hours5.787037e-4 days <br />0.0139 hours <br />8.267196e-5 weeks <br />1.9025e-5 months <br /> to allow repairs to be made to the applicable electrical circuitry.

I understand that the repairs, which were started at 5:50 p.m. on May 5, 1992, are complete and the TS Action Statement was exited on May 6, 1992 at 11:21 a.m.

The technical issues and your justification for the waiver are documented in your followup letter (Seri~l No.92-322) dated May 6, 1992, which was received by electronic transmission on May 6, 1992.

Prior to granting this Temporary Waiver of Compliance, the technical issues, as indicated above, and the extent of the waiver were reviewed.
