SUBJECT:
SURRY UNITS 1 AND 2 - NRC GENERIC LETTER {GL) 89-13, "SERVICE WATER SYSTEM PROBLEMS AFFECTING SAFETY-RELATED EQUIPMENT," DATED JULY 18, 1989 {TAC NOS. M74069 AND M74070)
By letter dated January 29, 1990, you submitted the first of two required responses to the subject generic letter for Surry*, Units 1 and 2.
Noting that you have committed.to each of the five recommended actions of GL 89-13, or to an equally effective alternative course of action for one or more of them, we accept your response as fulfilling the first requirement of the generic letter.
By.letter dated April 9, 1992, you submitted the second of two required res~dnses.
In your letter you stated that, with one exception, you have implemented each of the five recommended actions of GL 89-13, or an equally effective alternative course of action for one or more of them.
The exception noted above refers to one 8-inch servic~ water pipe {8"-WS-482-21X) whose inspection is being deferred until the Surry, Unit 2.refueling outage {April 1993) or to the next outage of sufficient duration which requires the
- necessary stoplogs and service water isolation.
We accept your response as fulfilling the second requirement of the generic letter and consider this item closed. Therefore, we are closing out TAC Nos. M74069 and M74070.
We remind you that if a licensee chooses a course of action different from the recommended actions of the generic letter, the licensee should document and retain in appropriate plant records a justification that the heat removal requirements of the service water system are satisfied by use of the alternative program.
Sincerely, Isl Bart C. Buckley, Sr. Project Manager Project Directorate II-2 Division of Reactor Projects - I/II Office of Nuclear Reactor Regulation OGCB ~
