. TEMPORARY WAiVER OF COMPLIANCE TO ALLOW REPLACEMENT OF CURRENT TRANSFORMER FOR PHASE 11C 11 OF THE NO. 1 STATION SERVICE TRANSFORMERS This letter confirms the telephone conversation between Mr. J. P. 0 1Hanlon of your staff and Mr. Luis A. Reyes of my staff on February 27, 1991, granting a Regional Waiver of Compliance for yolir Surry Nuclear Power Station Facilities.
The waiver was to replace a*currenf transformer for phase 11 C 11 on the No. 1 Switchyard Station Service Transformer in the station's 34.5 KV distribution system which supplies Bus No. 5 and was fcir an extenslon of time beyond that allowed by TS 3.0.1.
Our action was based on the conversation with members of your staff and members of the NRC Regional and Headquarters staff on February 27, 1991.
The technical -issues, the justification, and compe~satory.
measures for transformer replacement were discussed and are documented in your followup letter *(serial No.92-142) dated February 28, 1992, w.hich was received by electronic transmission-late on Febru~ry 28, 1992'.

As a re~ult of our discussion and verbal approval to the TS waiver, yo~
entered the LCO to replace the subject transformer on the 28th and-exited it within the time frame of TS 3~0.1.
We know that minimal time was used for the performance of this evol~tion and; as a consequence, you did not need the waiver.
Your informing and apprising the NRC of this transformer replacement job shows your concern for safety of the plant and since this job was performed within the TS 3.0.1 time frame, it shows that your extensive planning and scoping of the work was thorough and minimized the time that the plant was in an LCO condition. If you h~ve any questions concerning this letter, please contact us.
