VIRGINIA ELECTRIC AND POWER COMPANY RICHMOND, VIRGINIA 23261 February 10, 1992 United States Nuclear Regulatory Commission Attention: Document Control Desk Washington, D. C. 20555 Gentlemen:
VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 STATUS OF INTERIM MEASURE - FLOOD WATCH Serial No.
NL&P/CGL Docket Nos.
License Nos.
91-134G RO 50-280 50-281 DPR-32 DPR-37 In our October 28, 1991 letter (Serial No. 91-134B), we committed to, institute a dedicated flood watch as an interim measure for the purpose of observing flood-important valves, pipe, and expansion joints on a continuous basis for early indications of leakage or other degraded performance.
Since that time, several procedural revisions and modifications have been completed. These include:
Improved administrative controls governing turbine building sump pump operability and high level intake seal plate insertion resources.
Installation of flow shields on expansion joints in service water supply lines for bearing cooling and component cooling.
Initial integrity inspections of circulating water and service water valves.
0 Revised procedures for circulating water system and service water system maintenance, including provision for a specific flood watch during certain circulating water system and service water system maintenance activities.
Additional flood hazard component labeling.
Restoration of existing expansion joint flow shields.
Based on completion of these activities and with the continued use of a specific flood watch during certain circulating water system and service water system maintenance activities, including replacement of the remaining condenser intermediate outlet expansion joints, we believe the interim flood watch can be discontinued.
