License Nos.91-456 50-280 50-281 50-338 50-339 DPR-32 DPR-37 NPF-4 NPF-7 Generic Letter (GL) 91-11, entitled "Resolution of Generic Issues 48, "LCOs FOR CLASS 1 E VITAL INSTRUMENT BUSES," AND 49,"INTERLOCKS AND LCOs FOR CLASS 1 E TIE BREAKERS" requests certification that appropriate procedures have been implemented to fultili the following requirements:
- Limit the time that a plant is in possible violation of the single failure criterion with regard to the Class 1 E vital instrument buses and tie breakers, Require surveillances of these components, and Ensure that, for the times covered in the first item, the plant is operating in an electrical configuration consistent with the regulations and its design.
Both Surry and North Anna have the necessary controls to meet the intent of Generic Letter 91-11 for operation and surveillance of vital buses, inverters and Class 1 E tie breakers.
North Anna's controls are applied through Technical Specification requirements and procedures.
Surry has implemented the requirements through administrative controls and procedures.
