VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 UPDATED RESPONSE TO GENERIC LETTER 89-13 SERVICE WATER SYSTEM PROBLEMS AFFECTING SAFETY-RELATED EQUIPMENT Serial No.

91-7 49 NURPC R1 Docket Nos. 50-280 50-281 License Nos. DPR-32 DPR-37 In letters (Serial Nos.89-572 and 89-572G) dated January 29, 1990 and October 18, 1991, Virginia Electric and Power Company described the program that would be implemented to ensure that the service water (SW) system at Surry Power Station was in compliance with appropriate regulations, specifications, and licensing basis documentation. These responses included a commitment to inspect the SW supply piping to the Control Room Chillers. The October 18, 1991 letter further stated that these particular inspections would be completed in 1991.

The inspections noted above have been satisfactorily completed with the exception of one line, 8"-WS-482-21 X. This inspection could not be performed due to difficulties in achieving isolation of service water flow in the 8" branch line. In order to complete this Generic Letter 89-13 inspection, the Unit 2-A screenwell and condenser waterbox will be removed from service and stoplogged.

This activity will be performed in conjunction with the expansion joint replacement identified in our recent letter ( Ser 91-134E ) of December 19, 1991, and tentatively scheduled for completion by February 28,1992.

The results of the inspections on the balance of this system indicate that the copper-nickel piping material appears to be effective in limiting biological fouling and corrosion in these lines. Similar results are expected on service water line 8"-WS-482-21 X. Deferring inspection on 8"-WS-482-21 X until the upcoming expansion joint replacement is considered to be acceptable due to the similarity with those lines which has been satisfactorily inspected to date.
