NRC INSPECTION REPORT NOS. 50-280/91-26 AND 50-281/91-26
This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by
Mr. M. W. Branch of this office on August 18 through September 28, 1991.
The
inspection included a review of activities authorized for your Surry facility.
At the conclusion of fhe inspection, the findings were discussed with those
members of your staff identified in the enclosed inspection report.
Areas examined during the inspection are identified in the report.
Within
these areas, the inspection consisted of selective examinations of procedures
-and representative records, interviews with personnel, and observation of
activities in progress.
Within the scope of the inspection, violations or deviations were not
identified.
Weaknesses associated with the implementation of the new post maintenance
test program were identified during this and previous inspection periods.
One problem, involving the No. 3 emergency diesel generator, contributed to
escalated enforcement action being taken against your Surry facility. Although
no specific safety significant discrepancies were identified during this
inspection period, we are concerned that the existing weaknesses may be
precursors to future additional safety significant problems.
Management
attention is needed to ensure proper implementation of this program.
