SUBJECT:

INTERIM RELIEF REQUEST FOR INSTRUMENT ACCURACY AT SURRY NUCLEAR POWER STATION, UNIT NOS. 1 AND 2 (TAC NOS./l\\80587 AND f\\'\\80588)

On August 27, 1990, we issued a Safety Evaluation (SE) for the Surry Units 1 and 2 ASME Section XI Inservice Testing Program for Pumps and Valves.

Reli~f from the required pump testing, as described in Item 3 of the Anomaly Section of the Technical Evaluation Report (TER) accompanying the SE, was granted provided that the instrumentation required to perform the testing was installed during the next refueling outage.

By letter dated June 7, 1991, you stated that during the development of the calibration procedures for the newly installed instruments to support the ASME Section XI pump testing program, it was noted that the initial calibration of the new and existing flow instrument loops was completed using incorrect instrument accuracy requirements.

Subsequently, by letter dated July 12, 1991, which superseded the June 7, 1991 submittal, you requested interim relief from the ASME Code requirement of

+ 2.0% instrument accuracy for certain pumps.

Specifically, pursuant to Io CFR 50.55a(g)(5)(iii), you requested interim relief from the instrument accuracy requirement of ASME Code, Sec ti on XI, Subparagraph IWP 4110, Tab le IWP 4110-1, for the component cooling, residual heat removal, auxiliary feedwater, inside recirculation spray, emergency service water and chemical and volume control (charging system) pumps identified in Interim Relief Requests Nos.

P-2, P-15 and P-18.

With the exception of the component cooling pumps, inside recirculation spray pumps and the Unit 2 charging system pumps, you stated relief is necessary until the first scheduled test after September 30, 1991, to allow for engineering analysis of the instrumentation uncertainties and revision of appropriate calibration and test procedures.

You also stated interim relief is necessary for the component cooling pumps until April 30, 1992, when required modifications can be completed.

For the Unit 2 charging system pumps, interim relief is requested until the next refueling outage, by which time the calibration difficulties will be disposit1oned or an alternate test method ~I

Mr. W. (Position 9 of NRC Generic Letter 89-04) will be used.

The interim relief requested for the inside recirculation spray pumps for Units 1 and 2 is required until the next refueling outages when the instrumentation can be calibrated and the pump flow tested. The next refueling outages for Units 1 and 2 are currently scheduled for April 1992 and February 1993, respectively.

We have reviewed and evaluated the request for interim relief submitted for Surry Units 1 and 2.

The staff evaluation and conclusion are contained in the enclosed SE.

We are granting interim relief for pump relief request P-18 for Unit 1, P-15 for Units 1 and 2, and P-2 for Unit 2.

We are granting the interim relief from the testing requirements which we have determined would result in a hardship without a compensating increase in safety and where the proposed alternative provides a reasonable assurance of operational readiness, pursuant to 10 CFR 50.55a(a)(3)(ii).

We have not evaluated the non-code alternative relief request PNC-1 with respect to granting relief, since non-code components are not encompassed in the provisions for relief granted in 10 CFR 50.55a.

However, we consider the Code-required IST Program as a reasonable vehicle to demonstrate the operability of pumps not covered by the Code and recognize the associated documentation should provide assurance of the continuing operability of these components. Therefore, the alternate testing proposed in PNC-1 is considered reasonable.

We have determined that the granting of this relief is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest giving due consideration to the burden upon the licensee that could result if the requirements were imposed on the facility.

This completes our efforts on this issue and we are closing out TAC Nos. 80587 and 80588.
