VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 NORTH ANNA POWER STATION UNITS 1 AND 2 RESPONSE TO FINAL RULE - NOTIFICATION OF IMPLEMENTATION SCHEDULE FOR EMERGENCY RESPONSE DATA SYSTEM The following information is provided in response to 10CFR50. 72, the final rule regarding implementation of the Emergency Response Data System (EROS). As noted in a September 23, 1991 NRC letter, Virginia Electric and Power Company volunteered to participate in implementation of the EROS. In September 1991, operational testing of the EROS links at Surry and North Anna was satisfactorily completed. Also during September 1991, revisions to the associated Emergency Plan Implementing Procedures (EPIPs) were developed for the EROS. However, prior to declaring the EROS fully operable at both stations, training for operators as Emergency Communicators must be completed.

Training for Emergency Communicators will be accomplished as part of the Licensed Operator Requalification Program (LORP) and Non-Licensed Operator Continuing Training (NLOCT) at both Surry and North Anna. This training is scheduled for completion by the end of December 1991. Following completion of this training, we will formally notify you that the EROS links at Surry and North Anna are fully operable and prepared to transmit data in the event of an emergency at either station.

Implementation of the EROS at Surry and North Anna Power Stations is in accordance with the guidance provided in NUREG-1394, Revision 1, with one exception, which relates to periodic (i.e., quarterly) testing. As stated in the September 23, 1991 NRC letter, the NRC is developing a comprehensive plan to conduct quarterly testing- for all EROS participants and will notify us of the testing requirements. Upon receipt of this guidance, we will develop a periodic test plan.
