Dear Mr. Stewart:

In your letter dated November 10, 1989, the Virginia Electric & Power Company volunteered to participate in the implementation of the Emergency Response Data System (ERDS) at your facilities. Since that time, the efforts of your personnel in cooperation with our implementation contractor have resulted in the establishment of an ERDS link. at your Surry and North Anna power stations.

I have recently been informed that all operational testing of the ERDS links at Surry and North Anna has been satisfactorily completed.

The ERDS links at these stations are, therefore, considered operational and should be implemented in your emergency response planning as soon as possible.

Based upon discussions with Mr. Robert Dumas, we understand that configuration control measures, as described in NUREG-1394, Revision 1, have been established to maintain the Surry and North Anna data bases in ERDS.

We also understand that Emergency Plan Implementing Procedures for ERDS will be implemented at Surry and North Anna in October 1991.

Virginia Electric &

Power Company must notify the NRC when these administrative portions of ERDS implementation are complete and you are prepared to utilize ERDS to_ transmit emergency data as required by the recent change to 10 CFR 50.72. A comprehensive plan to conduct quarterly testing for all ERDS participants is being developed.

You will be notified of these testing requirements in the near future.

As part of the routine inspection program, the regional staff may monitor your participation in.the ERDS program.

At this time, I would like to recognize the efforts of Messrs. Larry Kidd, Jr., Robert Dumas, Jeff Larson, and Thomas Ambercrombie.

Their assistance and cooperation throughout the implementation at Surry and North Anna was invaluable to the successful completion of the project.
