License Nos.91-512 50-280 50-281 DPR-32 DPR-37 Surry Power Station Units 1 and 2 are currently in the third period of their second ten year ISi inspection interval.
The* inspection and test program is conducted in accordance with ASME Section XI 1980 Edition, Winter 1980 Addendum, which requires that hydrostatic tests be performed once during the 1 O year interval, at or near the end of the interval. Surry Unit 1 has a scheduled refueling in February 1992 and a portion of the required hydrostatic tests to meet ASME Section XI are scheduled to be completed during this outage.
However, Code Case N-498 provides alternative testing requirements, which would significantly reduce personnel exposure associated with testing as well as reduce the outage time required to perform the testing. This Code Case was recently approved by the Boiler and Pressure Vessel Committee and, as a result, has not yet been included in Regulatory Guide 1.147, "lnservice Inspection Code Case Acceptability - ASME Section XI Division 1." Waiting for the NRC generic approval of the Code Case via Regulatory Guide revision would significantly impact and delay current outage planning, equipment requirements, and procedure writing necessary for the February 1992 outage.
Therefore, as directed by footnote 6 to 50.55a for. Code Cases not listed in Regulatory Guide 1.147 and pursuant to 1 O CFR 50.55a(a)(3), your approval of the use of Code Case N-498, "Alternative Requirements for Class 1 and 2 System Hydrostatic Tests During the 1 O Year Interval," is being requested for application during the next Unit 1 refueling outage.
The Code Case N-498 permits alternative testing which will provide an acceptable level of quality and safety for Class 1 and Class 2 systems. Should you have any questions regarding this request or require additional information, please contact us.
