ACCEPTANCE OF CHANGES TO THE OPERATIONAL QUALITY ASSURANCE PROGRAM (VEP-1-5A FOR SURRY UNITS 1 AND 2 AND NORTH ANNA UNITS 1 AND 2)

Thank you for your letter dated June 20, 1991 notifying us of changes to your Operational Quality Assurance Program in accordance with 10 CFR 50.54 (e). The proposed change to Section 17.2.0 of your plan would replace the commitment to review procedures on a two year cycle as stated in ANSI Standard N18.7-1976 with a commitment to review procedures on a fl ex i b 1 e schedule not to exceed four years.

We have reviewed this change.and agree that it provides an acceptable alt~rnative

  • and that your program will continue to meet th*e requirements o~ 10* CFR 50 Appendix B.

This proposed change was discussed with Ms. Julie Reynolds of yo*ur staff on August 12~ 1991.

Based on that discussion, we understand that your administra-tive controls for plant procedures contain elements for a review when a pro-cedure fs affected by other changes in the plant.

The controls which apply to

  • changes in vendor manuals, Technical Spec_ification amendments, the design change process, and the events reporting system, all contain elements to ensure that affected procedures are reviewed.

In addition, you have committed to institute a sampling of procedures for added assurance of timely revision of procedures.

With the above sampling provision and the maximum cycle of four years, we believe that the change is an acceptable alternative commitment and that your program as rev.ised will *continue to meet the requirements of 10 CFR Part 50, Appendix B.
