VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 REPLY TO A NOTICE OF VIOLATION NRC INSPECTION REPORT NOS. 50-280/91-18 AND 50-281/91-18 We have reviewed your Inspection Report Nos. 50-280/91-18 and 50-281/91-18 dated July 31, 1991 and the enclosed Notice of Violation. The violation identified a failure to provide and follow procedures for normal startup and operation of a unit. The need for additional time to finalize our response was discussed and agreed to in a telephone conference call on August 30, 1991, between Mr. M. Sinkule of.your staff and Mr. M.
Bowling of my staff. We will provide our response by September 6, 1991.
