SUBJECT:
SURRY POWER STATION UNITS 1 AND 2 - SAFETY EVALUATION ON RELIEF REQUEST NO. P-4 OF THE INSERVICE TESTING (IST) PROGRAM FOR THE OUTSIDE RECIRCULATION SPRAY PUMP (TAC NOS. 80425 AND 80426)
The staff has reviewed the Virginia Electric and Power Company (VEPCO) letter dated January 24, 1991 and evaluated Relief Request No. P-4 of the Surry Power Station Units 1 and 2 IST program.
The staff has determined that relief may be granted from the Code-required quarterly inservice flow testing of the outside recirculation spray pumps, as discussed in the enclosed Safety Evaluation.
For the relief that has been granted, we have determined that the Code require-ments are impractical and that the granting of the relief is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest, giving due consideration to the resulting burden if the requirements were imposed on the facility.
