SUBJECT:
SURRY UNITS 1 AND 2 - REQUEST FOR ADDITIONAL INFORMATION REGARDING CHANGES TO TECHNICAL SPECIFICATION SURVEILLANCE REQUIREMENTS IN THE EVENT OF INOPERABLE FIRE DETECTORS IN CONTAINMENT (TAC NOS. 79105 AND 79106)
The NRC staff has reviewed your submittal dated August 24, 1990 in which you proposed changes to the Surry Power Station Technical Specifications, Section 3.21.B.1, regarding surveillance requirements in the event of inoperable fire/smoke detectors located inside containment.
We find that additional information is required in order to continue our evaluation of your submittal. Specifically, your submittal does not address the following concerns.
- 1. Location of the resistance temperature detectors (RTDs) in relation to the fire detectors.
- 2. The response of the RTDs to a fire in containment is different from the response of fire detectors.
We are concerned that the RTDs will not respond to smoke and provide early warning of a fire in these areas. This could affect a timely response to the detection of an actual fire inside containment.
In order to properly evaluate your request, please justify how the containment RTDs will provide an equivalent level of detection to that provided by the normal fire detection system.
- 3. A determination on RTD operability is not addressed in the Technical Specification action statement.
We request that you respond to the above concerns within 60 days of receipt of this letter.
