(NRC INSPECTION REPORT NOS. 58-280/91-08 AND 50-281/91-08)
The NRC Systematic Assessment of Licensee Performance (SALP) has been
completed for your Surry facility.
The facility was evaluated for the period
April 1, 1990, through March 30, 1991.
The results of the evaluation are
documented in the enclosed Initial SALP Report.
This report will be_discussed
with you at a public meeting to be held at the Surry Nuclear Information
Center on June 17, 1991, at 1:00 p.m.
The performance of your Surry facility was evaluated in the functional areas
of Plant Operations, Radiological
Controls, -Maintenance/Surveillance,
Emergency Preparedness, Security, Engi neering/Techni cal Support, and Safety
. Assessment/Quality Verification.
Significant improvement was noted in the Plant Operations, Radiological
Controls and Safety Assessment/Quality Verification areas.
Performance
in the Emergency Preparedness and Security.areas continued to be outstanding.
Although
~ro~ress
was
made
in
Maintenance/Surveillance
and
Engineering/Technical Support, these areas need further improvement to
reach a superior level of performance.
As in the last assessment period, your strong_and innovative self-assessment
program
contributed
significantly
to
the
station's
overall
improvement.
Additional contributions to the improved performance were the
continued development of a strong corporate and station management team, with
a positive safety attitude, the placement of performance responsibility and
authority at* 1ower levels of management, and the improvement in station
inter-departmental communications.
Management attention is needed* to continue improvement in the material
condition of the station.
Although improvements have been made to several
important systems, material
condition has
contributed to several
radiological control problems, nuisance a]arms, and problems with equipment
operation.

date of our meeting.
