NRC INSPECTION REPORT NOS. 50-280/91-05 AND 50~281/91-05

This refers to the Nudear Regulatory Commission 1s (NRC) inspection of your

Fitness For Duty Program, required by 10 CFR Part 26, conducted by

William Tobin, Region II, on March 12-14, 1991.

At the conclusion of the

inspection, the results were discussed at an exit meeting with those members of

your staff identified in the enclosed inspection report.

The inspection consisted of selective examination of your Drug and Alcohol

Abuse Policy, site implementation procedures, chemical testing program,

interviews with employees and contractors, observation of your Collection and

Testing Facilities and review of pertinent records and reports.

Within the scope of this inspect ion, vi o 1 at ions or deviations were not

identified.

As described in the enclosed report, we are pleased to note several.strengths

in your program; testing for a broader panel of drugs than NRC requires, and

the management of your Fitness For Duty staff.

In accordance with 10 CFR 2. 790 of the NRC 1 s

letter and its enclosure will be placed in the NRC Public Document Room.
